git2go and libgit2 are being reverted to versions that are known to be working and stable.

Before moving to git2go@1.3.0+ the problem reported in either libgit2/git2go#858 and libgit2/git2go#870 needs to be resolved.

Can you bundle the changes in the other open PR into this (move to Go 1.17.x)? Then we're done with all version bumping.
